Apply for a temporary passport

You will have to wait at least two weeks for a standard passport. An express passport takes around three to four working days. If that is not quick enough for your travel plans, you can apply for a provisional passport. You will need to explain your reasons for this to the Citizens’ Office.
You will receive your provisional passport immediately upon applying, so you won’t have to wait for it.
The provisional passport does not contain an electronic storage medium (chip). Your fingerprints will therefore not be recorded.
In some countries, such as the USA, visa-free entry is only possible with a passport containing a chip. If you wish to enter the country with a provisional passport, you will therefore also need a visa in such cases.

Required documents
- Biometric digital passport photo: taken on site at the authority or by a registered domestic photo service provider (photographer)
- When applying at German diplomatic missions abroad, exceptions may apply and a paper passport photograph may be required
- previous passport or identity card
- where applicable, a civil status document, such as a birth or marriage certificate
- where applicable, evidence that the provisional passport is necessary, for example:
- Airline tickets
- other travel documents
From 1 May 2025, only digitally created biometric photographs will be accepted in the application process.
The photograph can be taken by external service providers (e.g. photographers) who make it available to the passport or ID card authority in a cloud for retrieval.
Alternatively, digital photographs can usually also be taken at the passport or ID card authority.
If necessary, find out before your appointment whether the photo can be taken at the authority.

Prerequisites
- It is no longer possible to have a passport issued via the express service in time.
- You have German citizenship.
- There must be no grounds for refusing a passport. This includes, for example, the assumption that you will be prevented from travelling abroad by
- a criminal prosecution,
- the execution of a sentence or
- want to evade a statutory maintenance obligation.

- You must apply for the provisional passport in person.
- The application form is completed on the spot at the Citizens’ Advice Bureau. All you need to do is sign it.
- You will be issued with your provisional passport straight away.

Your enquiry will be processed immediately.
Deadlines
The validity period of the temporary passport is determined by the purpose of the journey and is limited to a maximum of one year. It cannot be extended.

Notes (special features)
- You cannot change your name on a provisional passport at a later date.
- If you lose your provisional passport, you must report it immediately.
