All dogs must be kept on a lead at meetings, parades, public festivals, other public events and in sales outlets or zoos, as well as in places where the dog owner's ability to avoid other people or react is impaired. Exceptions apply to guide dogs for the blind and disabled, dogs used by the emergency services and disaster relief organisations as well as service dogs used by the police, customs and armed forces, for example.
Dangerous dogs are also subject to a general obligation to be kept on a lead. This does not apply if they are hunting or herding dogs and are used for their intended purpose (e.g. a hunting dog during a hunt).

  • Basis for action(s)

  • Prerequisites

    • For all dogs: compulsory use of a lead at events and places where the ability to avoid other people or the dog owner's ability to react is impaired, sales outlets or zoos
    • Exception for guide dogs for the blind and disabled, service dogs (e.g. rescue service, civil protection, police, customs, armed forces)
    • For dangerous dogs: general obligation to wear a lead
    • Exception for hunting and herding dogs during the use of their respective purpose
  • Legal remedy

An objection can be lodged against decisions made by the responsible local regulatory authority (regulatory office) or the responsible district regulatory authority (district regulatory office) (Sections 68 ff. of the Administrative Court Code - VwGO). If the objection is not upheld, an action can be brought before the competent administrative court.
