A disaster within the meaning of the State Disaster Control Act is an event that endangers or damages the lives, health or vital supplies of numerous people or animals, the environment or significant material assets to such an extraordinary extent that assistance and protection can only be provided effectively if the responsible authorities, agencies, organisations and the deployed forces work together under the unified direction of the disaster control authority.
Civil protection is primarily based on the emergency services of the fire brigades, voluntary aid organisations and the Federal Agency for Technical Relief (THW).Basis for action(s)
