Event with excessive road use on public roads: Apply for a permit

Events for which public roads, paths and squares are used more than is customary require a permit. This is the case if the use of the road for general traffic is restricted due to the number or behaviour of the event participants or the driving style of the vehicles involved. This is particularly the case for
- Motorsport events (classic car rides, motorbike rides, rallies)
- Cycling races (e.g. cycling and running courses in triathlon competitions, stage races, marathon cycling races), team rides and comparable events with bicycles,
- Cycle tours (e.g. cycle tourism tours ) if more than 100 people take part or if considerable traffic disruption is to be expected,
- Inline skating competitions,
- Public hikes and public runs if more than 500 people take part or if the supra-local road network (from district roads) is used,
- Processions at public festivals and similar events (except customary local processions and other customary local church events as well as smaller customary local events),
- Street festivals, markets.

- Proof of event liability insurance,
- Action plan for securing the event by the organiser,
- Traffic sign and diversion plan for the purpose of road traffic regulations.
Prerequisites
A permit may only be issued to organisers who can guarantee that the event will be carried out in accordance with the conditions and requirements of the licensing authority.
Costs (fees, expenses, etc.)
The special usage fees charged by the road maintenance authorities are set out separately in the permit notice. The amount of the special usage fees depends on the nature and extent of the impact an event has on the road.
Special use fees may also be charged for events that do not require a permit or if public areas are to be used in connection with the event beyond the usual scope of the event (e.g. for catering for spectators).

The application and supporting documents must be submitted, fully completed, in good time – i.e. approximately 4 to 6 weeks before the event begins – to the relevant authority (Road Traffic Authority). Before making its decision, the Road Traffic Authority will consult the road authority responsible for granting the special use permit. The special use fees charged by the road maintenance authorities are set out separately in the permit notice. The amount of the special use fees depends on the nature and extent of the event’s impact on the road.

Responsible office
The road traffic authority is responsible for issuing permits for events within its district and for events that extend beyond its district or touch on several countries if the event begins in its district. This applies to
- Road traffic authority of the districts
- Road traffic authority of the independent cities
- Road traffic authority of the large towns belonging to the district
The road traffic authorities of the local authorities and independent municipalities are responsible for events within their district, whereas the higher road traffic authorities are responsible if the event extends beyond their district.
Before making its decision, the Road Traffic Authority consults the road maintenance authority.
