Parking: Apply for an exemption for people with severe disabilities, temporary significant walking disabilities or mobility impairments

The exemption permit allows the authorised person to park in places where other road users are not permitted and to park at parking meters and parking ticket machines without charge or time limit.

    Certain severely disabled persons may be granted exemptions from the provisions of the StVO for stopping and parking upon application by the competent road traffic authorities if the following conditions are met, irrespective of whether they drive a vehicle themselves or have it driven by a third party. The exemption permit allows the authorised person to park in places where other road users are not permitted and to park at parking meters and parking ticket machines without charge or time limit.

    In principle, the authorisation does not apply to private parking spaces/car parks unless the owner/operator expressly permits this (e.g. by means of an obvious notification to this effect).

    The exemption authorisation may only be used if the severely disabled person drives or is driven and the vehicle is parked.

    The exemption authorisation in conjunction with a blue, EU-standard parking permit entitles the holder to

    • to park in car parks marked with the additional sign "wheelchair user symbol" (so-called disabled parking spaces).

    In addition, these exemptions and exemptions issued in conjunction with an orange or yellow parking permit also entitle the holder to a parking permit,

    • for parking in a restricted no-parking zone (signs 286 and 290.1) for up to three hours,
    • to exceed the permitted parking time in the no-parking zone (sign 290.1/290.2),
    • exceed the parking time limit in places marked with signs 314 and 315 and additional signs,
    • to park in pedestrian zones (sign 242.1/242.2), in which loading and unloading is permitted for certain times, during loading times,
    • to park at parking meters and parking ticket machines without charge or time limit,
    • parking in car parks for residents for up to three hours,
    • to park in traffic-calmed areas (signs 325.1/325.2) outside designated areas without obstructing traffic,

    if there is no other parking facility within a reasonable distance.

    Parking concessions may be utilised by all motor vehicles.

    The maximum parking time is 24 hours.

    The parking permit must be clearly visible and legible on the vehicle when the exemption is used, the original exemption permit must be carried and presented to authorised persons for inspection on request.

    Exemption permits with blue, EU-standardised parking permits are valid throughout Europe, those with orange parking permits are valid nationwide and those with yellow parking permits are valid in Mecklenburg-Western Pomerania, Schleswig-Holstein and Rhineland-Palatinate.

    Severely disabled people with an exceptional walking disability, bilateral amelia or phocomelia or with comparable functional impairments as well as blind people can be provided with personalised disabled parking spaces, e.g. in front of their home or near their place of work, if such a special parking right is required. However, this is not the case if there is no shortage of parking space or if the severely disabled person has a garage or a parking space outside the public traffic area within a reasonable distance or if a stopping ban (sign 283 StVO) has been ordered or a temporary special parking right applies.

  • Required documents

    • The application must be accompanied by a copy of the disabled person's ID card - or a current passport photo if applying for an exemption with a blue, EU standardised parking permit.
    • Stoma patients must enclose a current medical certificate on the condition of the ostomy appliance with the application in a sealed envelope addressed to the responsible care administration.
    • Applications for temporary exemptions must be accompanied by an informal , up-to-date medical certificate on the extent and duration of the walking disability or mobility impairment and applications for incomplete assessment procedures must also be accompanied by the confirmation of receipt from the pension administration for the requested assessment procedure.
  • Prerequisites

    Exemptions with a blue, EU-standardised parking permit can be issued and personalised disabled parking spaces can be set up :

    • severely disabled persons with an exceptional walking disability (mark "aG" recognised by the pension administration), blind persons (mark "Bl") and severely disabled persons with bilateral amelia (absence of both arms), phocomelia (hands or feet are directly attached to the shoulders or hips) or comparable functional impairments (complete loss of function of the arms including the shoulders and hips).     Exemptions with an orange-coloured parking permit can be granted:

    • severely disabled persons with the "G" and "B" signs and a degree of disability (GdB) of at least 80 solely for functional impairments of the lower limbs (and the lumbar spine, insofar as these affect the ability to walk);
    • severely disabled persons with the "G" and "B" signs and a degree of disability (GdB) of at least 70 solely for functional impairments of the lower limbs (and the lumbar spine, insofar as these affect the ability to walk) and at the same time a GdB of at least 50 for functional impairments of the heart or respiratory organs;
    • severely disabled people suffering from Crohn's disease or ulcerative colitis (chronic diarrhoea), if they have a GdB of at least 60 and
    • severely disabled people with an artificial anus and artificial urinary diversion, if they have a GdB of at least 70.

    Exemptions can be granted with a yellow parking permit:

    • severely disabled persons who have been certified with a GdB of at least 80 solely as a result of functional impairment of the lower limbs and/or lumbar spine as well as the "G" mark,
    • severely disabled persons who have been certified as having a GdB of at least 70 solely as a result of functional impairment of the lower limbs and/or lumbar spine and at the same time a GdB of at least 50 solely as a result of functional impairment of the heart or lungs as well as the "G" mark,
    • severely disabled people with an artificial bowel outlet, artificial urinary diversion or a tracheostoma (simple stoma), if they alone have a GdB of at least 70;
    • Persons with walking disabilities and persons with impaired mobility who have not yet completed the assessment procedure of the care administration, provided they can only move within a maximum radius of approximately 100 metres, and
    • Persons who are temporarily considerably restricted in their mobility due to an accident, an operation or an illness (e.g. prolonged acute rheumatic or multiple sclerosis) (maximum possible radius of action approx. 100 metres).
  • Costs (fees, expenses, etc.)

    As a rule, no fees are charged. Any expenses incurred must be reimbursed to the authority.

  • Procedure

    Applications must be submitted to the responsible office. In the case of applications by authorised representatives, a power of attorney and the identity card of the authorised representative(s) must be submitted.

    The certificate confirming that the necessary requirements have been met is issued exclusively by the responsible utilities administration in administrative assistance for the road traffic authorities.

    Exceptional authorisations are granted on a revocable basis for a maximum of five years or for the duration of the assessment procedure of the pension administration or the illness/healing - but for a maximum of six months. Extensions are possible in justified cases.
