    Gaming devices with the possibility of winning may only be installed if their design has been approved by the Physikalisch-Technische Bundesanstalt. The manufacturer of the gaming device must apply for this type approval from the Physikalisch-Technische Bundesanstalt. The type approval is limited to 1 year.

  • Required documents

    The application must be submitted to the Physikalisch-Technische Bundesanstalt in writing and signed by the applicant.

    The following documents must be enclosed with the application:

    • Description of the play equipment
    • Construction plan of the play equipment
    • Operating instructions
    • Technical description of the components of the play equipment
    • a sample device, this should be complete and functional and suitable for series production
    • Written declaration by the manufacturer that the gaming device to be tested fulfils the requirements specified in Section 12 (2) SpielV

    Supplementary technical descriptions can be submitted in electronic form

    Further documents must be submitted at the request of the Physikalisch-Technische Bundesanstalt. A detailed list and description of the documents can be found in Annex 2 of the Technical Guideline issued by the Physikalisch-Technische Bundesanstalt.

  • Prerequisites

    The requirements for the authorisation of gaming devices are regulated in Sections 12, 13 and 14 of the Gaming Ordinance (SpielV). Section 14 SpielV applies to gaming devices, according to which some of the requirements also apply to the authorisation of gaming machines.

  • Costs (fees, expenses, etc.)

    The fees for authorisation depend on the processing time:

    • Hourly rate: EUR 47.00 - 67.00

    Other fees:

    • for the issue of a licence certificate including the licence mark and for the exchange: EUR 15.00
    • In addition, expenses (e.g. for copies) and expenses arising from requested supplementary work must be reimbursed
  • Procedure

    If the type of play equipment is approved, the applicant will receive an approval certificate. The applicant will receive a licence certificate for each replica of the approved design. The licence certificate contains the name of the play equipment, the name and place of residence of the licence holder, the start and end of the installation period and information on regulations that must be observed when operating the play equipment.

    The Physikalisch-Technische Bundesanstalt publishes the approval of a type as well as changes, revocations or withdrawals of approvals on its website.

    The authorisation must be withdrawn or revoked if:

    • reasons for failure subsequently become known or
    • the applicant modifies authorised gaming devices with regard to the features specified in the licence.
  • Processing time

    The processing time from submission of the application to notification depends on

    • the quality of the submitted documents and the design sample,
    • the need for change identified during the audit and

    the number of applications to be processed
